PARISSeveral European governments extended a ban on short selling of financial shares Thursday, seeking to keep a lid on volatility in European banking stocks amid deep bearishness.

In an apparently coordinated move, France, Italy and Spain announced they were extending bans, while Belgiums stock market regulator, which had imposed an indefinite ban two weeks ago,said it would lift the short-selling ban only when market conditions allow.

The moves extend restrictions that were put in place on Aug. 12 against investors making certain types of bearish bets, as concerns have swirled about banks holdings of troubled government bonds and the weakness in the overall economy. The search for quick fixes underscores attempts by regulators to wield a big stick in the face of what many view as unfettered speculation.

Short-selling, a trading strategy that pays off if stocks tumble, is widely regarded in the investment community and in academia as a legitimate, and even healthy, way for markets to function. Bank stocks in the countries that imposed restrictions have continued to move wildly up and down, although some have showed signs of stability and many gained ground on Thursday in line with a rise in U.S. financial stocks.

“Banking shares indeed went up on Aug. 12, but then they fell again the next week,” said Andrzej Kawalec, a fund manager at Moneta Asset Management in Paris “Short-selling definitely makes things worse when there are downward swings, but when there is fundamental reason for a decline, shares will fall anyway.”

The bans were due to expire in France, Spain and Italy after the close of trade on Friday. Instead, Spain and Italys regulators extended the restrictions until Sep. 30, while Frances regulator said the ban would be in place until Nov. 11, at the latest, although it will review it in late September.

France was the focus of much of the wild swings in banking stocks earlier this month, with shares in the second-largest listed bank Socit Gnrale SA falling more than 20% at one point on Aug. 10 as unfounded rumors about its future swirled.

Shares in Socit Gnrale and its larger rival BNP Paribas SA jumped close to 5% the day the ban started, but both have gradually fallen over the past two weeks and the restriction failed to stop steep moves. Previous bans on short selling yielded the same kind of effects on share prices, Mr. Kawalec said.

In Spain, bank stocks have recovered some ground. Shares in Banco Popular Espanol SA have gained 9% and Banco Sabadell SA are up 12% since the ban took effect, while Spains benchmark index has gained just 0.6% in the same period.

Reemt Seibel, a spokesman for a pan-European securities regulator, said regulators will now have to identify whether abusive speculative behavior would return if the bans are dropped.

Any European effort to clamp down on short selling faces a major obstacle: the unwillingness of U.K. authorities to implement such restrictions. While Frankfurt, Paris, Milan and other European cities have major stock exchanges, London is Europes undisputed leader, so its lack of participation is a major gap.

A spokesman for the U.K. Financial Services Authority said Thursday it has no plans to ban short selling, while German regulators said that they saw no need to step up the limited ban on short-selling that had already been in place in the country.

A New Gout Drug. Febuxostat wins marketing approval in the European Union

It has taken a very long time for a major new gout drug to be developed and approved. Probably the best gout news in over 40 years, is that Febuxostat, which has been given the trade/brand name of Adenuric, has been approved by the European Medicines Agency for marketing in European Union (EU) countries.

This approval applies only to EU countries. Febuxostat has not yet been approved in the United States. If you are reading this from a non-EU country, or the US, you can check with your doctor to find out whether, or when, Febuxostat will be approved in your country.

Approval in one country does not mean approval in another, but the fact that the European Medicines Agency has approved it will carry weight when the medical authorities in other countries consider its approval.


In large trials Febuxostat (Adenuric) has outperformed Allopurinol, the most common gout medication for long term treatment. Like Allopurinol, it works to lower uric acid production by inhibiting xanthine oxidase, an enzyme required to produce uric acid. In two major studies it reduced uric acid (UA) in more gout sufferers, and more patients reached the target 6.0 mg/dL level more quickly, than did those on Allopurinol.

At 120 mg it has reduced UA levels to the target of 6.0 mg/dL in over 60% of study patients. At 80 mg the numbers were around 51%. Allopurinol at a 300 mg dosage in most participants achieved this is 22% of study patients. Hence the excited buzz in rheumatology circles since these kinds of results became apparent in its trials. At or below 6.0 mg/dL gout is more likely to be cured or managed better.

Generally, Febuxostat has been more effective when UA levels are below 10.0 mg/dL (595 mmol/mol). However, even if they have been above this level, it has reduced UA levels down to the target in about 40% of study patients at an 80 mg dosage, and by more at higher dosages.


In trials its success rate in reducing UA levels down to the important 6.0 mg/dL (357 mmol/mol) level was not 100%. About 35% of trial patients did not achieve the target. This may have been partly because so many gout sufferers are not UA over-producers, the problem Febuxostat addresses, but under-excretors of uric acid.

And it may cause side effects of course. See the bottom of this article.

Febuxostat (Adenuric) is not unfortunately a treatment for gout pain. It won’t be used instead of NSAIDS like Indomethacin, Colchicine, and corticosteroids.

It is recommended that NSAIDs or Colchicine are used along with Adenuric. This is because, as with Allopurinol, on a course of Febuxostat, there may be an initial increase in gout flares. If this happens you must battle through the attacks and continue taking Adenuric.

It will also only be used in gout patients who have chronic hyperuricemia (high UA levels) and gout.

So if you’re a gout sufferer who lives in a European country that’s a member of the EU, you can ask your doctor’s opinion about whether Febuxostat is suitable for you.


The recommended dose is one 80 mg daily tablet. If after two weeks there is no reduction in UA levels, your doctor may increase the dose to 120 mg daily. Patients will need another serum UA test after two weeks treatment to find out how well it’s doing. In trials it has usually worked quickly, within a couple of weeks.

Your uric acid levels will have to be high. If you have gout but normal or slightly raised uric acid levels as some do, it is unlikely to be prescribed.

Tophi If you have tophi, it’s heartening to know that Febuxostat has been shown to have success against tophi. Measured tophi areas reduced in many patients with tophi. The presence of tophi will be an additional factor in favour of a decision to prescribe Febuxostat (Adenuric).

You will not need to be on a low purine diet, and more good news is that it can be prescribed for the elderly.

Kidney and liver disease In trials it has performed quite well with patients who have mild kidney disease. 44% of patients achieved the target at an 80 mg dosage, more at higher dosages. Better results than Allopurinol. If you have mild kidney disease (renal impairment) or mild liver problems (hepatic impairment) your doctor will judge whether Adenuric/Febuxostat can be taken safely.

If you have severe kidney or liver problems Febuxostat is not recommended since it has not been tested in these patient groups. It is not recommended for people with heart disease or children.

Noted possible side effects dizziness, drowsiness, diarrhoea, rashes, headaches, hypertension and liver function abnormalities – considered mild ones. In trials none of these side effects were reported in more than 3.5% of trial patients. The most common were liver function abnormalities.

A Personal Review of Globus’ European Sampler Tour

In June 2009, I took a Globus tour called European Sampler with London Extension. It was a fantastic tour sampling different countries, giving you the opportunity to find out which place you would like to visit again in depth. Upon arriving at London Heathrow airport, I picked up my luggage and cleared customs, and saw a Globus representative who arranged my transfer the hotel. I soon found out that you do not join your tour group until two days later when you move on to Amsterdam. There was a Globus host in my hotel that helped arrange for some optional sightseeing while I was in London. I decided to take a tour to the Tower of London. This was very interesting and I could imagine the prisoners being held here! After that tour I wanted to ride the London Eye. This is a huge ferris wheel that provided breath taking views of London. The wheel does not stop when people are getting on and off, however, it moves very slowly so it is not an issue. The next morning the local guide picks you up at your hotel. The morning sightseeing tour included: the Houses of Parliament and Big Ben beside the River Thames, Westminster Abbey, Whitehall’s mounted horseguards, and the Prime Minister’s Downing Street, Piccadilly Circus, and Buckingham Palace. Unfortunately I was not able to see the Changing of the Guard that day. The next day I met the rest of the tour as we gathered around to go to board the Eurostar train to Brussels. The train was very comfortable and plenty of leg room. After the train ride we met up with our driver and motor coach who took us to Amsterdam. This was a full day of travel and sightseeing began immediately upon arrival since we had only one night in Amsterdam. We had a walking tour of the city and yes we did visit the Red Light District. The next morning we headed to Heidelberg for one night. We had a few stops including Cologne to visit the twin-spired gothic cathedral and then we took a Rhine Cruise. The next day we went to the Black Forest and saw the bigger than life size cuckoo clock. It was a very cute place where they sell a lot of cuckoo clocks among other souvenirs. Of course I had to eat a delicious slice of Black Forest cake! After Black Forest, we continued on our journey to Lucerne with one stop at the Swiss border to admire the Rhine Falls. I was a bit tired from all the traveling the past two days and was relieved to have two nights in Lucerne. The next city was Paris. I loved this big city! Two nights was definitely not enough for me but it gave me a taste of things to come on my next visit. We all saw the Opera, Arc de Triomphe, Champs-Elysees, Notre Dame Cathedral, and a lot more. Also included was a view from the Eiffel Tower from the second floor. There was an extremely long line to go in however being with the group, we were allowed immediate access. No lines for me! I had signed up for a cabaret show that evening not even realizing what that meant. I was in for a surprise once I arrived. It was a nice show to say the least. Since I booked the London extension, the next day I headed back there for one last night. Most of the tour went home from Paris. I had the most wonderful tour director and bus driver. As most experienced escorted tour travelers know, the tour director can make or break your tour! Every morning the tour group was sleepy on the motor coach and she always said “wakey wakey”. I enjoyed the included meals however the optional tours meals were even better. I would say this tour is medium paced. There are a couple of cities that you are in only one night so it is a lot of traveling for a few days. However there are 3 cities where you stay for two nights. Personally I prefer tours that allow you to stay 3 nights at a more leisurely pace. I was more than satisfied with all of my hotel accommodations. I would recommend this tour to everyone.

It is the uniqueness of this splendid building that has earned it a spot on the prestigious list of the Seven Wonders of the World – an ode to classical antiquity.

The monument is a four-storey elliptical building, of which the upper three floors have arches decorated with statues. The central arena of this monument is covered with canvas and wooden floor, and its seating area, called Cavea, features three divisions for knights, wealthy citizens and general public. The highlight of this structure is its 80 arched entrances, which were designed to accommodate as many as 55,000 spectators at the same time. The building was ahead of its time due to its advanced engineering and efficient crowd control mechanism.

Even after the southern parts of the Colosseum were demolished in AD 847 due to an earthquake, this wondrous site never lost its charm. The site that was once used by emperors to entertain their subjects with free games has now transformed into a deserted monument that epitomises rich legacy of the Roman empire. Tourists from around the globe come to explore the centuries-old charm of this abandoned amphitheatre, without which the trip to Rome would remain incomplete.
